According to the hierarchy in the tomcat users guide, the webapp classloader should be used for all classes in the WEB-INF/classes directory as well as for the jarred classes in the WEB-INF/lib directory. The jarred classes (in this case js.jar) do not appear to be using the same classloader as my other classes.
