on win98, edit the autoexec.bat
at the end add :
SET JAVA_HOME=C:\jdk1.3 for instance
SET PATH=%PATH%;%JAVA_HOME%\bin
SET TOMCAT_HOME=C:\tomcat3.2.3 for instance
reboot
