ClassLoader.getSystemResourceAsStream() Problem

Hi, ClassLoader.getSystemResourceAsStream( propertyFileLocation ) cannot load my properties file. Does anybody know why? Tomcat-3.2.3 IIS5.0 JDK1.3.1 Thanks -zhi
