IME, it doesn't work on Linux,
Use the buildconf.sh script to build the configure script and then run
configure. You will need tge GNU tools autoconf, automake and aclocal.
cd ./jakarta-tomcat-connectors/jk/native/
./buildconf.sh
output
libtoolize --force --automake
automake -a --foreign -i
