Tomcat does not act as a SMTP host.

You'll need to either install SMTP services on your PC, or use a remote host
such as the SMTP server provided by your ISP.

If you are using a recent version of Windows (like 2K Pro or XP Pro), there
are SMTP services available (Control Panel -> Add/Remove Programs -> Add
Windows Components then find the SMTP service and install it).
