I'm facing this error with my Tomcat (version 4.0.6) on Debian.
It seems that is everything ok: I can access the JSP
and servlets examples, the tomcat docs and others
without any errors.

The problem occurs when I attempt to run an
application called maca_ad_web.war, that is available
got an alert: The connection was refused when
attempting to contact localhost:7001. I also typed
http://localhost:7001/X in the IE's address bar,
the message is that the web site cannot be found.
What is going on? What could go wrong?

That is the error message when I try to run anything using tomcat. I
have a simple login .jsp file. Whenever i try to submit it gives me that
error. If I startup the tomcat server without shuting down it sometimes
fixes the problem. My .jsp is in the webapps/onjava folder. I put in
