validation stricter at tomcat startup than XML Schema

Hi,

I just noticed that the schema:
http://java.sun.com/xml/ns/j2ee/web-app_2_4.xsd

allows //filter-mapping/filter-name's that have not been defined in a 
//filter/filter-name

At tomcat startup however, there is a validation error (of course).

I would say the SUN schema is wrong.
