tomcat has to be started before apache

Hi all,
I am using Apache 1.3.14 with Tomcat 3.2.2b on Solaris 2.6 and 2.7.
I start tomcat and then I start apache.
When I start apache it is throwing the following error -
httpd:Could not determine the server's fully qualified domain name,
using 127.0.0.1 for ServerName.
apachectl starts well, all
