through the native web server's configuration?
I have this done with IIS, that i use to serve static web pages.

But how can one turn it off on a per web-app, per directory basis?
Define the default servlet for each webapp in which you need a
different setting (in WEBAPP_DIR/WEB-INF/web.xml).
