its 'password', not 'passwords' for user 'steve'.

Also you want 'Context', not 'ContextManager'. Server.xml has changed
significantly. See the sample server.xml that comes with tomcat 4.x or the
docs in \tomcat-docs. 

I would also recommend 4.0.4 as it has bug fixes for 4.0.3
