Ohmite and IRC/TT still manufacture non-L, carbon composition resistors.  If
there's a reason to avoid carbon composition, Ohmite and KOA manufactures
ceramic composition resistors in their OX (1-watt)/OY (2-watt) product line.
In the U.S., these resistors are available from Mouser, Digikey,
Newark/Element 14, Allied, and Arrow Express.

Regarding toroid cores, W0BTU has assembled a nice compendium of data on the

Those are likely Ohmite type OY 2 watt ceramic/metal composition resistors.
They are non-inductive and are the preferred choice for Beverage
terminations. They will survive higher surge currents from nearby lightning
strikes than carbon composition.
