You were all right. I had added some boilerplate and was missing the dc: prefix. Also, Jena was rejecting the file and it turned out that it was an ASCII encoding but had unicode characters in it. So I changed the encoding to UTF8 and was able to move forward to a point where I could debug the rest of the file. It now loads. Thank you for your pointers.
