I tried downloading again yesterday. tbcme-5.2.0-SNAPSHOT.v20160913-1117-macosx.cocoa.x86_64.tar. This time I untarred the file manually and saw no errors. Then I went and changed the security settings as you recommended. And I got exactly the same results. iMac running OS X El Capitan, Version 10.11.4.
