 The attached image from a system running 2 relays shows a drop down at
 each full hour. This pattern seems to correlate with the hourly compress +
 stat files sending/receiving.

 I do wonder if those tasks should be run in separate threads with lower
 priority to not interfere with the network throughput.

 Google for 'tor browser webroot' and you find a bunch of examples where
 webroot is interfering with tor browser. This might be the case for you
 too.

 I'd suggest, in order: (a) trying to whitelist tor and tor browser in your
 webroot configuration, (b) trying to launch tor browser with webroot
 disabled, (c) trying to launch tor browser with webroot uninstalled.

 I have attached a patch that tries to make some of the comments in
 {{{scheduler.c}}} easier to follow, such as the comments that reference
 the old {{{channels_waiting_for_cells}}} and
 {{{channels_waiting_to_write}}} lists that were removed in
 
[https://github.com/torproject/tor/commit/3530825c53b7a28cf894b64e6d97aa90d0acccae
 commit 3530825c5]. It also simplifies a couple of the channel state
 changes.

 OK: I'm on Win7 Pro as well - after allowing the site exception for
 `SEC_ERROR_UNKNOWN_ISSUER` .. I was able to bring up the dialog for saving
 the mp4 (for all four listed) and there was nothing in the console

 I tried on two different TB (9.05) instances (i.e restarted TB). If you
 can reproduce it again, it may help to have the console open (Ctrl-
 Shift-J) with errors/warnings checked, as that may provide some info when
 it fails

 I was able to download successfully earlier tonight. Then the problem
 started with wanting to downlaod a Chrome HTML instead of MP4 which I get
 more often than downloading 0 byte mp4s. It has actually been a few weeks
 since I encountered the issue. But restarting TB does not usually help nor
 does new identity nor new circuit. There does not seem to be any rhyme or
 reason as to why or when this happens.

 Here is the console info when it does correctly show the file type as mp4
 but downloads a 0 byte file (next time I encounter TB attempting to DL

 Before we deploy sbws to the rest of the bandwidth authorities, we should
 check if it is weighting some relays (or some ASes) much higher than
 torflow.

 We should also check for bugs in sbws, that weight existing large ASes too
 high:
