 For the record, our conclusion at the dev meeting was that we should use
 tor-dev for discussion.

https://trac.torproject.org/projects/tor/wiki/doc/emailLists#HowdoIaskforanewmailinglist

  * Name of the list
  * email address of the list maintainer
  * description (I'd stick with the one from teor above)

Comment (by teor):

 Let's phrase the description of the list so we don't get a bunch of relay
 operators asking for more bandwidth allocation. I suggest:

 "Discussion about Designing and Running Tor Bandwidth Measurements"

 I think it makes sense to create a mailing list for bandwidth measurement
 related discussions. That would include people who are running bandwidth
 authorities, bw web servers, working on the bandwidth authority code, and
 discussion of how to better enhance that system.

 I don't really want to limit it to bandwidth authorities and make a secret
 list, so maybe we can call it 'bw-measurement' or 'bandwidth-measurement'
 (I prefer shorter)... its too bad both words are so long, would anyone be
 opposed to just 'bandwidth'?

 I'm happy to be the list owner and configure it. Thanks in advance!
