 It was the same directory every time where I install tor browser. I always
 move the current tor browser out of the way first too.

 I don't think it's any anti-malware software since previous version work
 just fine.

 I was able to work around the issue by installing it on another machine
 and then copying that directory to the Windows 10 64-bit laptop.

 Is there something special or different about how tor starts up the first
 time?

 Are you sure there is no AV/anti-malware software that is preventing tor
 from making network connections? Or maybe something outside the computer
 is blocking things, e.g., on the network?

 Have you tried disabling all anti-malware software?
 Have you tried using a clean installation in a new directory?
 I believe that Tor Browser 6.0.4 and 6.0.5 are working on many Windows
 systems, so there must be a bug that only affects some systems, or
 something on your computer or network is interfering with Tor.

 TorBrowser 6.0.4 and 6.0.5 cannot connect on Windows.

 System details: Windows 10 enterprise, 64bit proc, 64-bit OS

 Error message: "Requesting relay information failed (connection refused -
 5.135.181.213:9222)"

 TorBrowser 6.0.1 works fine, but I did have issues with 6.0.2 as well.
