 This is looking good. Have tested my current branch and everything appears
 to be included in the WAR and found by the JavaScript OK. Remaining tasks
 are now floating tickets as they are less urgent, and the remainder of
 this ticket would be karsten's review of #25392.

 be a file that explains how to run fallback_dir.py and those instructions
 should probably be converted into an Ant task. This fetches the latest
 fallback directory fingerprints from tor's source code and creates a JSON
 file that is used by Relay Search for marking fallback directories.

 Some files, i.e., the old RS Readme.rst, index.html, and fallback_dir.py
 were not moved.

 It needs to be determined, if these are needed.  If so, they should be
 added to metrics-web.
