 This is looking good. Have tested my current branch and everything appears
 to be included in the WAR and found by the JavaScript OK. Remaining tasks
 are now floating tickets as they are less urgent, and the remainder of
 this ticket would be karsten's review of #25392.

 fallback directory fingerprints from tor's source code and creates a JSON
 file that is used by Relay Search for marking fallback directories.
