 Websites should avoid using Cloudflare.

 Cloudflare's HTTP fronting service incorporates some seriously
 questionable practices. As things stand, the extent of the number of
 websites which have come to use Cloudflare, multiplied by its issues,
 poses a hazard to the state of the web.

 Cloudflare as advertised to site operators fails to identify these issues,
 and operators may even be unaware of them.
 The CAPTCHA absurdity

 If a website uses Cloudflare, most likely and by default this will result
 in the website being rendered stochastically defective.

 A website is an HTTP request processing service. Adoption of Cloudflare
 results in such services becoming unreliable, and causes denial-of-service
 conditions to occur for users, in an essentially random and unaccountable
 fashion.

 Where such denial-of-service conditions occur, Cloudflare provides a
 bizarre “one more step” page inviting the visitor to complete a reCAPTCHA
 to access the site. Cloudflare claims that this is based on IP reputation,
 which constitutes a fallacious equivocation of IPs and users which has
 been found to be highly detrimental to Tor users in terms of the
 browseability of the web.

 This doesn't even work if the user has cookies disabled, or if the user
 uses a browser which doesn't support iframes, such as lynx.

 The HTTP status code for this page is 403 Forbidden. Essentially,
 Cloudflare by design randomly perpretrates denial of service attacks on
 users, yet at the same time Cloudflare paradoxically advertises itself as
 a service to mitigate DoS attacks.

 Cloudflare claims that that these measures are necessary to counter abuse.
 This claim is dubious because it is a model of operation for a CDN which
 appears to have few if any imitators. In other words, other CDNs do not
 appear to have any issue implementing HTTP properly while providing anti-
 DDoS measures, without resorting to such practices as random demands that
 users complete CAPTCHAs.

 Cloudflare's randomly occurring demand that users complete CAPTCHAs
 discriminates against users which are not humans, by design. This
 constitutes a hazard to the crawlability of the web. It is unclear what
 recourse is available to organizations spidering the web which find
 themselves impaired by Cloudflare's actions. Even if Cloudflare were to
 whitelist these organizations, this essentially makes Cloudflare an
 authority on the legitimacy of a search engine; which, given the magnitude
 of Cloudflare's user base, is deeply concerning.

 There is no basis in the HTTP standard to demand that users or their user
 agents complete CAPTCHAs in order to load a page, and the CAPTCHA demands
 issued by Cloudflare are not communicated in any standard way. The '403
 Forbidden' status code used for these pages could express arbitrary policy
 prohibitions, such as non-negotiable denial of access. Cloudflare demands
 not only a human user (but not consistently; only if it randomly decides
 to do so), but also does not unambiguously communicate where this is the
 case in a machine-readable manner, which is discriminatory to robots, many
 of which are legitimate.

 Rather absurdly, if you want to provide an API over Cloudflare you have to
 exempt your API endpoints so that this doesn't happen, which raises the
 question of what the point is in the first place if you have to make holes
 in it, and basically proves the point.

 Cloudflare's inexplicable inability to implement HTTP in a sane,
 transparent manner, despite this incapability being seemingly unshared by
 every other CDN service in existence, became even more ridiculous when
 Cloudflare reached out to the Tor project to request that they make
 changes to Tor to accommodate their own problematic practices.

 In its liason with Tor, Cloudflare states that its reasoning for its
 CAPTCHAs is not DDoS mitigation, but the following:

 They want to mitigate comment spam.
 They think it's better UI to verify the user in a GET request than in
 a POST request when they're actually making the comment.
 Moreover, if the comment system uses AJAX, intercepting the POST
 request won't work properly.

 About two years ago Cloudflare’s CEO Matthew Prince mentioned how nobody
 should have the power to decide whether or not someone should be allowed
 on the Internet, after he decided to take down The Daily Stormer website.
 Here’s what the moron had to say:

 Literally, I woke up in a bad mood and decided someone shouldn’t be
 allowed on the Internet. No one should have that power.

 Well guess what? Today Prince decided to stop providing services to 8chan
 after the mass shootings in Texas; as he explains on the Cloudflare blog:

 We do not take this decision lightly. Cloudflare is a network
 provider. In pursuit of our goal of helping build a better internet, we’ve
 considered it important to provide our security services broadly to make
 sure as many users as possible are secure, and thereby making cyberattacks
 less attractive — regardless of the content of those websites. […] We
 reluctantly tolerate content that we find reprehensible, but we draw the
 line at platforms that have demonstrated they directly inspire tragic
 events and are lawless by design. 8chan has crossed that line. It will
 therefore no longer be allowed to use our services.

 Unfortunately, we have seen this situation before and so we have a
 good sense of what will play out. Almost exactly two years ago we made the
 determination to kick another disgusting site off Cloudflare’s network:
 the Daily Stormer. That caused a brief interruption in the site’s
 operations but they quickly came back online using a Cloudflare
 competitor.

 …

 I have little doubt we’ll see the same happen with 8chan. While
 removing 8chan from our network takes heat off of us, it does nothing to
 address why hateful sites fester online.

 I’m sorry, come again? I thought you said “nobody should have the power to
 decide who’s allowed on the Internet”? Looks like Prince is more
 interested in being politically correct and “taking the heat off” of
 Cloudflare instead of doing the right thing — which is to not censor or
 deplatform anyone.

 But a more alarming quote from his blog post is the following:

 In the two years since the Daily Stormer what we have done to try and
 solve the Internet’s deeper problem is engage with law enforcement and
 civil society organizations to try and find solutions. Among other things,
 that resulted in us cooperating around monitoring potential hate sites on
 our network and notifying law enforcement when there was content that
 contained an indication of potential violence. We will continue to work
 within the legal process to share information when we can to hopefully
 prevent horrific acts of violence.

 You mean surveillance, right Matthew? Spying? Is this why Cloudflare wants
 to man-in-the-middle (MITM) all ((encrypted) (HTTP)) traffic on the
 Internet? I guess sooner or later the mask had to begin coming off right?
 Looks like Cloudflare is going down the same path of breaking all privacy
 and security on the Internet like Facebook.

 This is exactly why I said before that Cloudflare cannot be trusted with
 their 1.1.1.1 App and Warp VPN service:

 This product seems to fit into their general strategy of wanting to
 man-in-the-middle (MITM) themselves into most of the traffic on the
 Internet, […] The question is, can you trust them? Do you want to take the
 risk of trusting them? Keep in mind that if you use their Warp VPN
 product, they will be able to see and inspect all your Internet
 communications, and will  be able to block you from visiting certain
 websites if they want to. Or perhaps even serve you a completely different
 version of a website without you realizing it. And yes, this is a
 possibility for every VPN out there, not just Cloudflare’s Warp. But
 again, the thing about Cloudflare is that they have already demonstrated
 to act contrary to their promise to “protect” their users from attacks.
 They have demonstrated to break promises, just like other corporations
 such as Facebook.

 The same goes for their IPFS gateway; it can’t be trusted. So let me be
 clear and reiterate what I said before: “anyone who trusts Cloudflare
 today has got to be a fucking idiot.”

 better approach
 A better proposal would be to trust the cert but replace the padlock with
 something that indicates that the endpoint is as untrustworthy as
 cloudflare. I suggest a clown head icon mounted over top of a padlock. A
 clown head with a metallic "∩" bend would be an intuitive way to express
 that you've secured a tunnel to a dodgy endpoint that's not controlled by
 the entity that the URL would seem to indicate. Or if a clown head too
 explicitly expresses that the user is clownfucked then replace the padlock
 with cloud logo with a little metallic "∩" above it.

 In my opinion, the only solution to this is simply to blacklist cloudflare
 within TBB as a security threat if they will not white-list Tor exit
 nodes. To be sure, it is really as simple as placing an enormous amount of
 political and economic pressure on Cloudflare, as the vast majority of Tor
 traffic is legitimate- there is absolutely zero legitimate reason for
 Cloudflare to be interfering with Tor traffic. It may be worth submitting
 Cloudflare's IP addresses to various appropriate IP black lists to
 accomplish this objective.

 Blocking an entire CDN would be a major change to either Tor or
 Tor Browser's design. It's not likely to happen, because of the
 security vs usability tradeoff. Significantly reducing the usability of
 Tor would decrease the number of users, making Tor's anonymity set
 smaller, and reducing anonymity for everyone.

 I set this to the parent bug of #24321, an attempt to add third-party
 software to Tor Browser (allegedly to make it more Cloudflare-friendly).
 Compare comment:241 above.

 Note:  If any party can successfully cajole or coerce the Tor Browser team
 to add arbitrary code to Tor Browser, then that would reveal an
 adversarial threat far beyond any discussed above.  I do not expect that
 the attempt could be successful.

 See also new child bug #24351 for a proposed workaround to this bug,
 inspired by https://bugs.debian.org/831835 (thanks, Anonymous!).

 When I attempt to post HERE on trac.torproject.org, I see the following

 Below the error message, a CAPTCHA is displayed.  If I solve the CAPTCHA,
 the page simply refreshes.  I see the same error message, but now there is
 no CAPTCHA, no submit button, or anything else.  I recreated my post and
 solved the CAPTCHA correctly a dozen times, but it would not accept a
 correct solution.  I see that another user encountered the same problem
 here and assumed it was a Cloudflare issue.  They clearly did not
 understand that Tor Project does not use Cloudflare.  However, the CAPTCHA
 system is obviously broken in Trac too.  Would someone please fix this (or
 disable the CAPTCHA until it can be fixed?)

 FWIW the CAPTCHAs given when JavaScript is disabled are IMO easier to
 solve than with Javascript enabled.

 Without JavaScript i get the type of CAPTCHA that simply asks me to tick
 the boxes that match the given criterion. I get to review the submission
 before actually submitting it and therefore get these right on the first
 try most of the time. With JavaScript i get the type of CAPTCHA that
 replaces the images with new ones until none match the given criterion.
 These take much longer to solve because the images are replaced multiple
 times and it seems one accidental misclick invalidates the entire CAPTCHA.

 I would appreciate it if the JavaScript version would function more like
 the non-JavaScript version in terms of ease of solving and the option to
 review submissions.

 Lastly, the non-JavaScript version requires users to submit a long code to
 authenticate them solving the CAPTCHA successfully. Since CloudFlare is a
 MITM, wouldn't CloudFlare be able to handle this submission automatically?
 This would remove one more step that users have to take.
