It's been up nonstop for 7-8 days, so I would say it's definitely been
used. It jumped down to 10kb/s for a day then back up to 55kb/s. Any
thoughts on why this might happen are appreciated, thank you.

speed of the internet connection it is running off of is actually
much faster than this,
Easy (and shitty) solution: Just allow 443 and 80 on your Exit and you will
never get those mails.
I am beyond the point of giving a fuck so I allow everything besides E-mail.
And I do get Spam E-Mail reports sent over Web Interfaces …
