Went to a site (won't list the URL because it's health related) & the
short notice appeared:
"Not Implemented Tor IP not allowed." They BWT'd me - browsing with Tor.
However, got a new circuit & page loaded immediately. Obviously, the
exit relay's IPa was blocked.
The message was technically

Tor 0.3.0.2-alpha fixes a denial-of-service bug where an attacker could
cause relays and clients to crash, even if they were not built with
the --enable-expensive-hardening
