I use the tor git version complied from the tor.git repository. Often I
can notice something like the following informations when tor is
starting:

Tor's circuit, I usually restarting Tor again and again.
So, my issue is as follows:

Finally, I start the tor client for surfing the internet, and find
that it still can use the IPs listed in the ExcludeExitNodes as the
exit node.
