I realise this is an old thread but some, like me, may still be looking for
workarounds. I've managed to get most functionality back by doing 2 things:
1. Run TortoisePr

In options for Project Monitor Start with Windows is unchecked yet it
still starts whenever I start Windows. I do not need this function as
the repositories I have I already receive new commit notices for. How do
I completely stop it from auto starting. TSVN Version 1.10.0.281.76.

Same Problem here:
Project Monitor is starting automatically when log in.
If I'm working in Home Office, I log in before connect to SVN Server via
VPN and get Error "Unable to connect to a repository at URL '...' Der
angegebene Host ist unbekannt."
I would like to see Errors getting cleared
Getting error while commiting the code to SVN "/svn/proj/!svn/me" forbidden...
