If using WiFi try Ethernet.
If that then works then there is a chance that your WiFi card has
reached End of Life.

When you reset the Touch it needs to be connected to LMS (or maybe it
just needs internet) to proceed past the language screen. So it's
obviously still having connection problems. With older firmware you can
bypass the language screen (without connection) by pressing the home
