All of a sudden starting today, all 3 of my Touch devices are displaying
the following when trying to access Pandora through them:
CLIENT RESTRICTED DUE TO LICENSING RESTRICTIONS (ARE YOU NOT IN THE US)?

I think you are mixing up "sample rate" and "bit rate"
Sample rate is the number of audio sample per sec to make up audio
