Just a heads up, to reproduce this, I have to continually swipe the
screen while the spinning logo is shown. Eventually the greeter will
appear and be swiped away. But it's hard for me to reproduce this bug
if I simply wait for the greeter to start being visible.

It looks like that this is a permissions issue. Unity8 is asking to
report a recoverable problem on cgmanager, but Unity is under the
phablet user and cgmanager is root. Thus Unity runs recoverable problem
as the phablet user and it doesn't have permissions to pull all the data
out of cgmanager.

You could probably recreate the apport crash by manually calling
recoverable_problem on cgmanager when it is running.
/usr/bin/python3 /usr/share/apport/recoverable_problem -p
This should end up creating the same traceback in apport.

1. reboot the phone
2. As soon as the greeter is show, try to swipe it away.

In some attempts we don't see the pincode screen rather 'Scopes' is seen with a
