Hi, all. I'm afraid I'll need to reopen this bug.
I was able to reproduce the issue on Bionic, using network-manager
1.10.6-2ubuntu1.2. However, when testing this on Eoan, using network-
manager 1.20.4-2ubuntu2, I didn't reproduce the behaviour.
The steps one takes to reproduce the issue,

When I ran "sudo update-grub" after changing the line in grub.conf to be
"GRUB_CMDLINE_LINUX="nomodeset", the screen turned to black and the
windows would not appear. I was forced to open a tty session and reboot.
Expected Results:
The command runs but the screen does not

Something hinders XFCE
Something is odd executing the command twice in a row does produce the
same error message
$ sudo ip link add link encc003 name encc003.2653 type vlan id 2653
(exits zero, creates vlan interface)
$ sudo ip link add link encc003 name encc003.2653 type vlan id 2653
RTNETLINK answers: File exists
Unfortunately the logs are not that helpful, since VLAN additions are
not printed in the dmesg/syslog/journal. I.e. one needs to bump udev
logging to be more verbose.
Locally I can activate multiple NICs and like same vlan on both of them:
$ ip link | grep '^[0-9]'
1: lo: mtu 65536 qdisc
