Not sure if it's going to help anybody else but I fixed my problem by
correcting broken symlinks with nvidia-suspend.service. It was pointing
to a missing file/location (/lib/systemd/system/nvidia-suspend.service).
I simply created empty files to match the broken links.

We've had similar cases int he past where new releases glibc or compiler had
new instructions breaking the TCG mode.
So I spawned a focal and a bionic image - and then remodeled them to run in
emulation mode.
And indeed Bionic works without any crashes, so it must be something in the
guest

I installed a ppc64 impish cloud image (all fine) but then ran it in TCG
mode (to check if I can trigger the same).
