If I plugin the second screen (external monitor) using HDMI before logging into
my session, the second screen is blank, although it receives a signal.
In order to get the image, I have to either deactivate and reactivate it from
Display Settings, or move any window to it.

This sounds like one of the symptoms of bug 2007668.
I can confirm that Ubuntu 23.04 works more reliably on 12th gen chips,
but that's not officially released yet.
