[Touch-packages] [Bug 1852035] [NEW] Cannot use full resolution (2560x1440) of Dell U2715H

Public bug reported: While using Ubuntu 19.10 with either MATE or GNOME, I can use only 1920x1080 resolution instead of the full 2560x1440. If extra pixels are configured, they fall off the right side or bottom of the display and are not visible. Reproduced on Raspberry Pi 4 with 3GB max workar
