In Bionic, when apport is enabled fs.suid_dumpable will be set to 2, no
matters what you try to set it up using sysctl. Is this the same issue?

Thanks Julian, I work for a company with thousands so the process of
migration all the servers is a little slow but based on or security team
we need to move all our HTTP traffic to HTTPS. That's the reason why I
filed the bug.
Also why trusty cant also handle modern HTTPS connections? Its end of
