Linux Mint 19.3 Cinnamon - This issue has plagued me since I decided to share 
an entire volume over my home network with samba.
One day, I noticed the sharing emblem on the volume's .Trash-1000 icon.
Thus I right-clicked on it -> Properties -> Share tab, I switched off sharing 
of .Trash-1000 folder and BOOM! The issue disappeared.
Strangely, the sharing emblem was just on .Trash-1000 icon.
Just for the record, the "indicted" volume is formatted to ntfs.

Bug description:
  I've seen other users having problems with that the trash appears
  empty even though it isn't. I have the opposite problem: my trash icon
  on the desktop always appears full, even if empty.
