So it's clear that the condition in indicator-application source code should be

1. Have some non-en_US locale currently set in your system. I have ru_RU for

This is the log of the succeeded build with locale set to en_US.

This must be some issue during the package building here at Canonical.
Because I've downloaded the source, rebuilt it, and /usr/share/locale
was there. I've installed the rebuilt packages and voila - I have the
localized versions of both gdebi and gdebi-gtk.
