[Touch-packages] [Bug 1822754] [NEW] Chrome and other programs not resizing on HiDPI and Non-Hidpi setup

Public bug reported: To try the new support for EGLStreams and Wayland I have directly tried some programs to see how this performs. Unfortunately there are multiple problems: Chrome does not use GPU hardware acceleration anymore (I get huge CPU spikes while scrolling on normal pages). Also
