The current behaviour was implemented according to design. I can see how the
fact that exiting fullscreen also brings up the tabs view may be confusing to
the user.
However only the bottom edge can be used by apps. The browser wouldn’t have a
way of knowing that the top edge has been pulled

I can reliably observe the issue on my krillin running rc-proposed. A
simple UA override seems to "fix" the issue. There’s nothing in the logs

I’m occasionally seeing that when I run webbrowser-app in a VirtualBox VM.
Never seen it on my work laptop, but that one has 16GB, which is plenty.
How much memory overall does your system have?
