What I have made to find workaround/fix:
1. The newest kernel 4.10.1 - does not help.
2. The newest alsa-utils and alsa-libs (1.1.3) - does not help.
3. Mute master - does not help.
4. Mute micro - does not help.
5. Disable Intel Power Save - does not help.

Do you have Ubuntu 32 or 64 bit?
corsseir@DTC0:~$ sudo apt install libgl1-mesa-dri-lts-wily:i386
libgl1-mesa-dri-lts-wily:i386 libc6:i386
Reading package lists... Done
Building dependency tree
Reading state information... Done
libc6:i386 is already the newest version.
Since 14.04.4 this commands work for me very well:
sudo apt-get install \
libc6:i386 \
libgl1-mesa-dri-lts-wily:i386 \
libgl1-mesa-glx-lts-wily:i386

sudo apt-get install libc6:i386 libgl1-mesa-dri-lts-vivid:i386 libgl1
-mesa-glx-lts-vivid:i386
This should help for now. First of all install these three packages and
then try to install steam package from the steam website.
