I have found that version 2.2.8 that comes with Ubuntu 18.10 works fine.
I downloaded and installed it into Ubuntu 18.04 from
https://launchpad.net/ubuntu/+source/cups/2.2.8-5ubuntu1.2 and it asked
for login and all admin functions were working as expected.

@Marcos Teixeira Unfortunately, I was already part of the lpadmin group
before all this started. So that doesn't work.

Using Chrome Version 66.0.3359.139 (Official Build) (64-bit)
I am able to access and add a printer through Chrome by going to the
page http://localhost:631/admin/login and I can add a printer fine. But
I cannot add the printer if I go directly to http://localhost:631/admin
Oops, my bad.
I was trying LC_TIME=en_DK, but accidentally changed whole system LC to
en_DK. Which uses ',' instead of '.' as a decimal point...
