I found a guide with a manual workaround using the bluetoothctl command

This procedure has to be executed for every bluetooth mouse to pair and
trust the device.

Same issue in Ubuntu 18.04, fresh install on Lenovo e540 notebook, with two
different bluetooth mouse
- Logitech M557
- Tecknet BM307
The problem occurs in the following cases:
- Mouse Switch off then on
- Mouse inactivity (leaving the notebook for 5/10 minutes)
- Notebook sleep
- Notebook
