I can't say I understood how using which helps: it just says /usr/bin /ubuntu-bug. Anyway, I tried ubuntu-bug /usr/bin/ubuntu-bug (and also ubuntu-bug apport) and both complained that the package is not official. AFAIR I installed everything from ubuntu official site, but if there's a way to check

Public bug reported: Apport does not work for me at all (Ubuntu 16.04 LTS). Examples: ubuntu-bug ubuntu-bug: complains that package is not installed (ironic...) ubuntu-bug evince: complains that package is not official ubuntu-bug: when you press "other" it complains that you did not choose a
