I don't think this is the root problem. There is a file read by
software-property* somewhere which is not utf-8 compliant. This problem
came after a long working fine system with 16.04. locale didn't
changed.
Could it be possible to output in the softawre-properties-tgk* code ,
the read
Locale wrongly configured. Needs to be UTF-8.
