The network menu's first item said "Networking is disabled". Its second item was "Enable Networking", unchecked. When I checked "Enable Networking", it stayed checked, but networking stayed off, and the "Networking is disabled" item remained. On restarting network-manager, networking returned to normal. This has not happened before, so it is unlikely that I will ever have steps to reproduce the problem. QA, please do not ask for steps to reproduce the problem. I am reporting this solely in case the attached logs are enough by themselves.
