Thank you for taking the time to report this bug. We have tried to
recreate this on the latest release of Ubuntu and cannot reproduce it.
This bug is being marked as Invalid. If you believe the problem to still
exist in the latest version of Ubuntu, please comment on why that is the
case and change
The command ' rm ~/.local/share/zeitgeist -R ' fixed this problem for me
aswell

'rm ~/.local/share/zeitgeist -R' fixed this for me as well. Was
experiencing exact same issue after upgrade. Could not rearrange,
unlock, or lock in the launcher. Removing the old zeitgeist files
crashed unity, but everything works once it came back up.

Same here. cannot delete icon with "Unlock from Launcher" option. I'm running
Ubuntu 14.04 64Bit. I recently deactivated zeitgeist as it was explained in
this post

Another user suspects residual/old settings in /hom
Reinstall made issue go away.
