You have been subscribed to a public bug: Instead of having buttons to open an overflow that shows tabs or additional actions, what if we let the user pull down more after the header was revealed, and the header extends (contents is dragged more down revealing more just under the header) to reveal the additional options? So you get a second (and third, ...?) row under the header that shows more buttons?
