Bill's desired resolution is correct, the active call panel over
indicators should appear. Tapping on it should redirect user to the
active call. The Return to call label on the greeter itself, is a good
addition.

Also, I believe the Emergency Call label at the bottom should be
renamed to something like Return to call when there is any active call
(callManager.hasCalls property should be enough for that).
