Public bug reported:

A scope that uses scope online accounts ends up being represented in sys
settings > accounts > ACCOUNT > SCOPE/APP.

Problem:
The string is always in English & there is no way currently for the scope to 
provide a translations. 

Notes:
The displayed string comes from a desktop file that is auto-generated for the 
scope. Desktop files can have inline translations, but there is currently no 
way for the scope to provide the desktop file with inline translations or 
provide the translation so that the auto generated one uses them.
