We need, at minimum, a solution that works on all Ubuntu versions. So
far we have been using service apparmor reload with good results.

The way to reload apparmor on an upstart based system is to do:
$ sudo start apparmor ACTION=reload
This is covered in the man page. However, the initscript and service
should probably better deal with this like it used to.
