I had the same problem.
elementary OS 0.3.2 Freya (64-bit)
libreoffice Version: 4.2.8.2Build ID: 420m0(Build:2)
$ locale -a
C
en_US.utf8
es_ES.utf8
fr_FR.utf8
POSIX
$ locale -a -v
locale: en_US.utf8 archive: /usr/lib/locale/locale-archive
I cannot reproduce this in Trusty Unity.

Same here: Kubuntu 14.10, LibreOffice 4.3.3.2, spanish localization.
This makes installed LO unusable for me. Alternatives: XMODIFIERS
workaround; reinstall gnome LO; use alternative software: calligra, OO;
abiword... None of them is satisfying. Provided office package should
be completely usable
