this bu report is pretty old, click-update-manager does not exist on the
images anymore and i am not sure where it was merged ... (unity-scope-
click (?)) ... adding a canonical-system-image task for the product team
for further triage ...

To me it happens also with another "system" app: Remainders.
I am on the bq device with the stable channel installed.
I uninstalled the app some days ago and yesterday it showed up in the updates.
