Just tested:
- The number of trials are still incorrectly displayed opening the unlock
dialog through indicator network.
- No PUK window is shown after blocking the SIM because of incorrect PIN trials.
- Reopening the unlock SIM screen shows the PUK window, but after introducing
the PUK, it
I have a feeling the breakage here is nothing to do with unlocking from
the indicator, and everything to do with cancelling the dialogue once,
and starting it again.

Unity8 has basically no idea what that dialog is, it's driven completely
by the network indicator, so that's where the bug likely lies.
