Title:
Switch to ifnames persistent network names

Status in systemd package in Ubuntu:
  Triaged

Bug description:
One of the disappointments from 15.04 release is incompletely
migration to proper plumbing stack. In particular, the lack of
persistent names for network interfaces is especially annoying.

Would be nice if clear workaround (install/remove some package for
example) could be provided till the time when migration will finally
finish and normal interface names would be available on ubuntu as well
as old racy hell we have to deal with at the moment.
