If you refresh a scope with departments and before the refresh is
complete you change departments, you can end up with the contents being
out of sync with the department selector. That is, the content may be
the refresh of the original department while the department selector
shows the new department.
It is as if the first query is not cancelled and the new query does not
occur. I've seen this in many scopes. See screenshot for an example.
The department is "Drinking water" but the contents is for "PO Boxes".
